OrganizationRateLimitsResponse

Every per-organization rate limit in force for the caller right now.

Each number is the organization's own override when it has one, otherwise the deployment default. Zero means the organization is blocked from that action. Workflow runs carry no separate organization limit: a run draws on the call and message limits here, and its own call, message, and spend caps live on its approved agent version.
